I got a call from a user who said that a coworker of his did not have the same options under Office Button -> Send. He has five options, but his coworker only has one, namely Internet Fax. I have three: Email, Email as PDF attachment, and Internet Fax. I have looked in Excel options, and have not found a way to change the number of possible choices. I don't know if this is determined by other variables on one's machine, or whether one can customize it.

Hmmm...you might have your co-worker run through the Diagnostics program. From any Office 2007 application:
Office Button > Excel (or other app) Options (bottom right of button window) > Resources > click Diagnose button. It will diagnose and fix certain problems throughout all the Office 2007 apps.
Also, your co-worker might have an add-in program that could be disabling some options on the Office button. You might try comparing add-ins on the Add-in tab.

I had a user in our office with this issue. The fix was to reinstall GroupWise.

Not sure if this is resolved, but an option is to add commands to the Quick Access tool Bar. Steps for Excel and Word are below.
Excel
Click the Microsoft Office Button, and then click Excel Options.
Click Customize, and then in the Choose commands from list, click All Commands.
Click Send to Mail Recipient, and then click Add to add the command to the Quick Access Toolbar.
Word
Click the Microsoft Office Button, and then click Word Options.
Click Customize, and then in the Choose commands from list, click All Commands.
Click Send to Mail Recipient, and then click Add to add the command to the Quick Access Toolbar.
