I need to create distribution lists with CCs. The only option is to add someone as a member which defaults them to the TO list. Any solutions?

You can't specify the send option when creating D-Lists, but you can create a list for all the To: recipients and one for all the Cc: recipients.

Then when you address the email, add the To: D-List to the To: line and Cc: D-List to the Cc: line or Bcc: line, etc..
